Contact lists in Telegram and in the built-in phone book on a smartphone work independently of each other. After deleting a person in the application, his number will remain in the device's memory. And vice versa: if you delete a user in your smartphone contacts, he will remain in Telegram until you delete him from there.
Go to the "Contacts" tab and tap on the username in the list or search for it. If you have already communicated with this person, you can simply go to your dialogue.

Open the Telegram web version in any browser by clicking on the link. Log in using your smartphone (“Settings” → “Devices” → “Scan QR code”).
