The Government of India's Ministry of Electronics and Information Technology (MeitY) is building a chatbot that will run on the ChatGPT platform to help farmers in rural areas access information about key government schemes and subsidies.
A small MeitY team called "BHASHINI" (short for "BHASa INterface for India"), which means "eloquent speaker", is developing a chatbot.
Bhashini is an AI based Indian language translation platform. The chatbot will likely have a feature that will allow users to send inquiries via voice notes, as this can be a convenient and efficient way for farmers who may not be able to type or write their questions.
In an Indian Express demo, the chatbot responded seamlessly to a verbal request for details of PM Awas Yojana, the Government of India's affordable housing scheme. A senior government official says the bot model was shown to Microsoft CEO Satya Nadella, who then mentioned it at the World Economic Forum (WEF) held in Davos last month.
The demo I saw was of a rural Indian farmer trying to get access to some government program. He simply expressed a complex thought in a speech in one of the local languages, which was translated and interpreted by the bot, and the answer came: "Go to the portal and you will get access to the program." The farmer said, "I'm not going to go to the portal, I want you to do it for me.
" The bot executed the command and the reason it was able to do so was because the developer who created it took the GPT and trained it on all Indian government documents and then augmented it with speech recognition software

Building a chatbot based on a language model for India requires large datasets of the various local and regional languages spoken in the country that the model can be trained on. To do this, government officials have launched an initiative called "Bhasha Daan", which collects sets of voice data in several Indian languages. People can contribute through the project website by reading the text, typing the sentence they heard, or translating it from one language to another.
Model supports 12 languages during testing including English, Hindi, Tamil, Telugu, Marathi, Bengali, Kannada, Odia and Assamese. If the user had sent a voice note in any of these languages, the chatbot would have responded successfully.
According to a government official, WhatsApp was deliberately chosen as the delivery platform because it has over 500 million users and even people with limited digital literacy are familiar with using the app in the country.
